BLOCK FENCE RULES AND REGULATIONS
The primary purpose of these regulations is to avoid having the masonry fence become an eyesore or to be used in such a way that portions of it are ruined. As with all policies and regulations passed by the Board of Directors, violations of these rules place the violating member in jeopardy of being declared in default of the Occupancy Agreement, which may result in eviction, or as a minimum, the member paying for the repair, refurbishment or replacement for any damage. Please read over the following items with care.
GATE CLOSING SYSTEM
- Spring activated, gravity operated, or other un-damped closing system is prohibited. This includes springs attached to the gate, weights attached to the gates, or kicking or vigorous hand slamming.
- Any damaged latch mechanism is the specific responsibility of the member of record, who must then pay material and labor costs needed to replace or repair bent or broken parts.
- If any member feels that they have discovered a suitable damped closing mechanism, it's use must be approved by the Board prior to installation and it must be installed by Co-op maintenance personnel.
LOCKS
- Locks must be used on the latch provided upon initial installation. No other latching or locking mechanisms are to be installed on the gate or on the block without specific prior approval by the Board. Any such installations are to be done by Co-op maintenance personnel.
HOSE REELS
- Hose reels must be aluminum. Either aluminum, lead, brass or stainless steel must be used to attach these hose reels to the fence. In any case Co-op personnel must be used to install any approved reels.
HOSE BIBS (FAUCETS)
- Hose bibs will not be fastened to the fence either inside or outside since they are, in 90% of the cases, a galvanized iron pipe and therefore will rust and mark the fence given enough time. Absolutely NO hose bibs will be placed on the outside of the fence.
HANGINGS
- Any system for hanging anything to the fence must be approved by the Board and must be installed by Co-op personnel. Any hangings or hangers must use either lead, brass, aluminum or stainless steel. Other non-ferrous materials are NOT permitted because of the rust problem.
PLANTS
- No ivy, mile-minute, honeysuckle or other creepers can be allowed to run on the fence itself. All of these creepers send small root-like tendrils into the block and discolor it so that when the plant is removed the fence blocks will look very bad. Plantings of this nature which are found to be growing on the fence will be promptly removed.
TREES AND OTHER WOOD TRUNK TYPE PLANTS
- These represent a very special category which requires not only Board approval, but consultation with a horticulturist who is aware of the root system and the trunk system and how close they may be planted to the fence without ever endangering the fence by causing it to heave or buckle as roots grow under the footing.
- The Board will have to approve such trees before they are planted. Note particularly that "cute" little palm trees in small containers obtained at the nursery fit very nicely within a few inches of the wall. But 10 years later, they may be 2-3 feet in circumference, which is approximately 1 foot in diameter and may very well have cause the fence to buckle. These may not be planted against the fence. In any event, trees planted in such a manner are subject to immediate removal by Co-op personnel upon discovery with the full approval of the Board. Trees planted anywhere must have specific approval by the Board for type and distance from the fence before being planted.
NUMBERING SYSTEM
- Only Co-op approved materials for identification numbers may be used on townhouse and apartment gates or buildings. Townhouse numbers will be posted on the gate by Co-op personnel.
DECORATIVE BLOCKS
- The holes in the decorative blocks may not at any time be plugged with any objects or materials and will be promptly cleared upon discovery by pushing these objects or materials through to the inside.
- No strings, wire or other objects are to be looped through the holes in the decorative block so that it would show from the outside of the fence.
POTS ON FENCE
- No flower pots, boxes or other objects are to be placed on the top of the fence at any time as it presents a hazard to those walking by.
It is the intent of the Board in developing these rules and regulations regarding your new fence to maintain it's appearance as well as provide a long-range plan for its upkeep and minimal maintenance requirements. If you have any questions about these new regulations, please address them to the Board or the General Manager. If you feel we have neglected a particular area which should be included, please advise us of this also.
With compliance to these regulations our fences should continue to be an attractive asset to your property.
