PARKING RULES AND REGULATIONS
Adopted in Open Meeting, June 15, 1985 and updated October 21, 1992
The parking lots, like all real property at the Co-op, belong to Scottsdale East Homes, Inc., and parking lot use, parking spaces and driveways are subject to regulation by the Board of Directors.
- There are several purposes for these Parking Regulations:
- To allow Co-op Members reserved parking with numbered spaces.
- To assure that others do not park in these reserved spaces.
- To provide space for guest (Visitor or unnumbered spaces)
- To prevent vehicle storage or commercial repair on property.
- To prevent parking lots being used for anything other than parking movable wheeled vehicles
- To provide for the removable of unlicensed, unauthorized, unused, or unauthorized commercial vehicles or other stored items or material from the parking areas.
- To accomplish the above purposes, the following rules apply:
- All operable vehicles must be properly licensed. Member-owned or Member operated automobiles, shall be issued a parking permit (sticker) for prominent display in the following places:
- Cars, trucks- passenger side of front window
- Motorcycles- back of left mirror
- Each owner must provide proof of ownership (current registration certificate) to the Co-op office to obtain the necessary sticker identification. Recurrent registration may occur at intervals established by the Board of Directors.
- It is prohibited to wash vehicles in assigned spaces or any other area, except for the designated car wash area.
- FIRST OFFENSE SHALL BE A WRITTEN WARNING
- SECOND OFFENSE WILL BE A $75.00 FINE.
- All vehicles which have the Member’s sticker will be provided with a numbered parking space in a lot as close to the Member’s unit as is practical. Currently assigned spaces will not be changed, except to accommodate the handicapped. Consideration will be given to those requiring Special Handicapped Parking arrangements, whether temporary or permanent. Requests for special parking must be made in writing to the Board of Directors, and be reviewed and approved by the Board before any changes in numbered spaces can be made. It is the intent of Scottsdale East Homes, Inc. to provide for the needs of the handicapped in the most reasonable means possible.
- Oversized vehicles are not to be parked on the Co-op property. Vehicles wider than 8 feet and longer than 20 feet are “oversized” and these dimensions include: trailer tongues, masts, rudders, outboard engines, wheels, etc. in the parked condition as viewed looking down on the plot plan of the lot.
- No parking lot spaces or driveway may be used for anything except wheeled vehicles.
- Per City of Scottsdale Crime Free Housing Program, no vehicle shall be parked in backwards.
- All vehicles shall be capable of being moved instantly, except as temporarily authorized by the office. The exception to this rule is when preventive maintenance or repair temporarily incapacitates the vehicle, in which case the vehicle must be movable within 48 hours of “Notice to Move” from the Co-op office. Vehicles must be moved at least every six months.
- No motor vehicles repairs or maintenance may be done for which the member is paid. Use of parking lots and driveway property for business purposes is expressly prohibited.
- Any oil or petroleum products, etc., spilled or leaked on the parking lot shall be cleaned up by the member whose actions or whose vehicle caused the spill since petroleum products cause rapid asphalt deterioration. Any vehicle leaking oil or other petroleum products shall be repaired or removed from the property and the area cleaned up by the members whose vehicle caused the problem. If the member refuses or is unable to clean up the spill, the Co-op will clean it and charge the member for the time and materials to do the cleaning after notification to the member. Failure to repair or remove the vehicle may result in the vehicle being removed and impounded at the owner’s expense.
- Periodically the Co-op may hire a contractor to sweep the parking lots or do necessary repairs, thus requiring that all vehicles be removed from the lots. These shall be moved on the required dates when written notice has been received one week (or longer) in advance. Failure to comply may result in vehicle being removed and impounded at the owner’s expense. If the member will be out of town over an extended period of time, when the lots may require such maintenance, it is advisable to leave a set of keys to your vehicle with a local friend or relative to accommodate such a move if necessary. Do not leave keys to your vehicle with the Co-op office as our insurance does not cover such custody.
- Guests parking in unnumbered spaces must obtain a temporary parking permit to be displayed by hanging from the rear view mirror, if they are here longer than five (5) days. This permit may be obtained from the Co-op office at no charge. Vehicles must contain the information on the guest’s vehicle as is required for a member’s vehicle; make, model, license plate number, current registration tag number, name and address of owner and Co-op unit they are visiting.
- Parking regulation signs, installed in compliance with the City of Scottsdale ordinances, must be obeyed.
- Maximum number of numbered spaces shall be four (4) for any unit. The maximum number of vehicles (of any kind) shall be four (4) unless the Board of Directors gives a specific written authorization for more.
- No motor bikes, go carts, dirt bikes, all terrain cycles, or other unlicensed vehicles shall be ridden or parked in the Co-op parking lots without specific written approval by the Board.
- No petroleum powered products, even if properly licensed, shall be started or driven on the property if they create excessive noise or emissions (engine noise or tires burning rubber.
- Members having an assigned space are not to park in guest parking spaces and leave their numbered space empty.
- Summary (partial)- Some of the more common violations which may cause tow away or eviction (after second offense) include the following:
- Failure to display current sticker
- Vehicles with expired tags
- Parking in prohibited zones (fire lanes, wheelchair ramps, no parking zones, on sidewalks or lawns, or blocking trash pick-up zones).
- Using two spaces for one vehicle (unless both spaces have been assigned to you)
- Member parking in incorrect numbered space, or a guest parking in any space without temporary permit (over 5 days)
- Vehicle ‘storage” occurs when a vehicle is not moved once every six (6) months and the vehicle is subject to tow.
- The following actions will occur for violations of these Rules & Regulations:
- FIRST OFFENSE: A violation sticker shall be placed on the vehicle noting what the violation is. The owner of the vehicle shall be required to cure the violation within three (3) days of notice. Beginning on the 4th day, if the violation has not been cured, or sufficient explanation provided for owner’s inability to cure within three (3) days, a fine shall be assessed to the owner of the vehicle (or to the member whom the owner is visiting, if a guest is in violation). The fine shall be $1.00 per day until cure is affected.
- SECOND OFFENSE: Vehicles will be towed at owner’s expense
- THIRD OFFENSE: Third offense on any of the Rules & Regulations for vehicles parked on Scottsdale East Homes, inc. property may result in eviction proceedings.
- Vehicles parked on the Co-op property improperly are subject to towing and impoundment when found without prior notification.

You must have a parking sticker on your car to park in SEH parking lots. A copy of your registration is necessary to acquire this sticker. Take it to the office and they will issue your free sticke
